On October 21, 2020, the City of Los Angeles and the Los Angeles Metro Contractor Development and Bonding Programs concluded their annual Contract Award & Management Training Academy with a graduation ceremony for academy participants. The academy was designed to guide participants through the process of executing a contract from its award to completion of the project. The Contract Award & Management Training Academy, which began on September 16th and met every Wednesday evening for six weeks, featured a construction-specific curriculum presented by industry experts from prime contracting companies. The Contract Award & Management Training Academy coursework included: Week 1: Intro to Contract Award & Management Week 2: Contract Review (Part 1) Week 3: Contract Review (Part 2) Week 4: Project Management Week 5: Quality Control & Construction Schedule Week 6: Cost Management & Project Closeout The success of the 2020 Contract Award & Management Training Academy would not have been possible without the men and women who graciously donated their time, energy and resources to present to our class each week. The Construction Bidding & Estimating Training Academy Graduation

On July 1st, the Los Angeles County Metropolitan Transportation Authority's (Metro) Contractor Development and Bonding Programs concluded its annual Construction Bidding & Estimating Training Academy with a graduation ceremony for academy participants. This free seven-week academy was designed to guide participants through the process of determining estimates and develop bidding strategies, helping them become more competitive when pursuing Metro projects. Amidst the Safer at Home order that was issued due to the COVID-19 crisis, the academy was conducted virtually. It was the first time the CDBP has offered a fully virtual training academy. The Construction Bidding & Estimating Training Academy, which began May 20th and met every Wednesday evening for seven weeks, featured curated specific curricula that was presented by industry experts from prime contracting companies. The curricula administered in the Construction Bidding & Estimating Training Academy included: • Intro to Bidding & Estimating • Contract Review • General Conditions • Quantity Takeoff: Divisions 2, 14, 22, 23, 26 & 27 • Quantity Takeoff: Divisions 3, 4, 6 & 10 • Quantity Takeoff: Divisions 5, 7, 8 & 9 • Bid Day Activities In addition to the presented curricula, participating contractors took part in a Design-Build Mock Bid Group Exercise. Contractors were placed in teams and met virtually to collaborate. Each training session was tailored to address the scope and project requirements outlined in the Mock Bid IFB. The groups worked together and submitted a bid as if it were an actual bid opportunity with Metro. The winners of the project were Team Five which consisted of Justin Griffin (Chateau Vallon), Luciane Musa (Geo Inovo Solutions Inc.), Benedict Obafunwa (Guidtec Builders), Danielle Skinner (IRBF Trucking), and I-Huan Weng (Sun River Fire Protection). Working on this project was a valuable experience and the contractors were able to see first-hand what goes in to placing a bid with Metro. The overarching objective of the City’s Contracting Development and Bonding Program (CDABP) is to support the City of Los Angeles goal of diversifying and expanding opportunities for small, minority, women and veteran contractors to participate in City projects, as well as assisting them to grow their capacity. By eliminating bonding barriers, the City of Los Angeles has increased the pool of qualified contractors able to bid on citywide projects, resulting in a greater number of competitive bids and generating significant cost savings to the city. Bonding capacity is a recognized and documented obstacle for small contractors seeking to participate in public construction opportunities. As such, CDABP participants (at no cost) are assisted with obtaining or increasing their bonding capacity through the core program services resulting in increased opportunities to bid on larger projects. Since implementation, the CBABP has taken significant and measurable steps in the direction of reaching its goal to increase participation of the small contracting community. The program is administered through Merriwether & Williams. As part of the program’s outreach effort, workshops are being conducted throughout the City. Thanks to Councilmember Bob Blumenfield, Council District (CD) 3, has over $152 million of City Capital Improvement Projects in Design or Production. This dollar amount does not include the billions of dollars of City construction projects at the city’s proprietary departments - Port of Los Angeles, Los Angeles World Airport and Los Angeles Department of Water and Power. And the Department of Public Works is working to develop LA Street Civic Building Project, which is estimated to be over a billion dollars and the first Design, Build, Finance, Operate and Maintain project for the department.
